What is SOMM?
The Indiana Sex Offender Management and Monitoring Program (SOMM) is an innovative program that invites collaboration between public and private sector groups for the reduction of sex offenses.
SOMM provides specialized programming for adult sex offenders committed to the Indiana Department of Correction. SOMM also utilizes a containment model to provide maximum protection to the public during supervision in the community.
A Brief Overview of SOMM
SOMM provides a continuum of programs and supervison to SOMM Target Offenders.
- Following an assessment & orientation process, Phase II provides Psychoeducation to incarcerated offenders and requires them to take responsibility for their offenses and introduces the need for sex-offender specific treatment after release to reduce their risk of re-offending.
- Post-release supervision in Phase III follows up where Phases II leave off by providing specialized, intensive community treatment and polygraphs utilizing the containment approach within specialized parole stipulations.
The Benefits of SOMM:
- SOMM is victim-focused and specially designed to manage an offender population that poses a serious threat to public safety.
- SOMM has established a network of specialized community treatment and polygraph providers throughout Indiana available to anyone seeking sex-offender related services.
- Multi-agency collaboration is emphasized. Releases of information and limited confidentiality permit communication between agencies and professionals responsibile for supervision of paroled SOMM offenders.
